At EdVoice, we are committed to advocating for legislation that aligns with our policy agenda to reshape California’s public education system by 2040 as well as the following criteria:
- Scale of impact on children from low-income communities
- Availability of quality research, case studies, or other evidence to support recommendations
- Feasibility of successful implementation
Below you will find bills that we are actively engaging in through grassroots advocacy efforts, direct lobbying, letters of support/opposition, and hearing testimony.
AB 1454 (Rivas, Muratsuchi, Rubio) - SUPPORT

This bill funds paid professional development for California elementary teachers and administrators who provide reading instruction to receive training in evidence-based literacy practices.
In addition, the bill requires the State Board of Education to adopt a new English language arts/ English language development instructional materials list that aligns with evidence-based means of teaching literacy (already identified in current law) and the ELA/ELD Framework. Local Education Agencies (LEAs) will be required to adopt materials from the state list or certify that their off-list materials meet the same criteria.

AB 988 (Fong) - SUPPORT

This bill establishes a Dual Enrollment Framework Task Force, led by the State Superintendent and Community Colleges Chancellor, to develop statewide recommendations for expanding dual enrollment access to all public high school students. The task force will review existing laws and policies in California and other states, and must submit its recommendations to the Legislature within one year of its first meeting.
AB 606 (Quirk-Silva) - SUPPORT

This bill requires the Commission on Teacher Credentialing to issue a 2-year preliminary pupil personnel services credential to out-of-state applicants who meet alternative requirements. The credential, which may cover areas like school counseling or child welfare, can be renewed once for up to 2 additional years.
AB 1230 (Bonta) - SUPPORT

This bill requires personalized rehabilitation plans for expelled students, created by educators to address the root causes of expulsion. It bars financial or logistical barriers to readmission and limits expulsion extensions to cases where students had adequate support. County plans must include services for students with IEPs or 504s, multiple education options, timely readmission, and transition support. Districts must track detailed expulsion data.
AB 731 (Fong) - SUPPORT

This bill updates existing law on College and Career Access Pathways (CCAP) partnerships by removing the requirement for a principal’s recommendation. High school students would still need one parental consent form to participate in dual enrollment, but no longer need principal approval.
SB 438 (Cabaldon) - SUPPORT

This bill allows 11th and 12th grade students in CCAP partnerships enrolled in community college courses to meet a reduced minimum school day of 180 minutes, aligning with existing rules for early and middle college high schools.
